The ongoing negotiations concerning formation of the new Government of Serbia have made more topical the question “Does Serbia need a ministry for information society?” Establishment of this type of ministry as a practice implemented in several European countries, with positive influence regarding the improvement of application of information means in the state administration, economy and all spheres of life. Our collocutors for the day (Messrs. Božidar Đelić, Slobodan Marković and Jovan Radunović) have attempted to provide an answer to that question.

Lecture on the national Internet domain in the CEE
Mr. Slobodan Marković, President of the Center for Internet Development, held a lecture about the national Internet domain in the College of Electrical Engineering in Belgrade on 2nd April 2007.

IT seminar “Modern Web Technologies“, about the past steps in the reform of the National Register of Internet Domain of Serbia and about the new .rs domain.

The Statutory Assembly of the Register of the National Internet Domain of Serbia (RNIDS) was held in Belgrade on 8 July 2006. The session was attended by 34 organizations-founders, including the Center for Internet Development. According to the adopted Statute, the Register of the National Internet Domain of Serbia is a professional, non-party, non-government and non-profit organization managing the national Internet domain of the highest level. This marks a successful completion of the endeavors, which already originated from 2001, to regulate the management of the national Internet domain. Mr. Slobodan Marković, President of the Center for Internet Development, was elected as one of the Board of Directors members. The first Board of Directors has the mandate to create the conditions, in the next few months, for the fundamental operation of the organization and to lay out the reform process of the existing system of registration, so that all the citizens of Serbia could have at their disposal fast and inexpensive registration of the domain with national suffix.

Public debate on the Draft Statute of the Register of the National Internet Domain
Public debate about the Draft Statute of the Register of the National Internet Domain (RNID) began on Monday, 20 March 2006. RNID is a non-profit organization that will soon assume the function of the central register of the .yu Internet domain and enable overcoming of all the problems and restrictions currently existing in connection with the registration of the .yu domain. At the

19-jan: Gathering on the Strategy of Information Society in Serbia
Center for Internet Development and Center for Study of Information Technologies of the Belgrade Open School (CePIT) are inviting you to the gathering dedicated to a discussion about the results of recently completed process of formulation of the Strategy of Development of the Information Society in Serbia. The gathering will be held on Thursday, 19 January 2005 in the CePIT’s premises, Masarikova St. 5, Belgrade, Hall #1616 on 16th Floor, and will start at 2 PM. In the introductory portion of the gathering Ms. Tanja Milovanović from CePIT will present the most significant amendments integrated into the text of the Draft Strategy of Information Society after the process of public debate, whereas Mr. Slobodan Marković from the Center for Internet Development will speak about the positive and negative aspects of the entire process of formulation of the Strategy. A discussion about the existing process of application of the Strategy and the possible directions of activity by the interested parties during the process will follow the introductory portion.

President of CRI elected into the governing structure of ICANN
BELGRADE-LOS ANGELES, 4 November 2005.
Internet Corporation for Allocated Names and Numbers (ICANN)
announced today that it has elected Mr. Slobodan Marković, President of the Center for Internet Development, to hold a management position in the Board for National Internet Domains. Marković was elected for a term of three years as the representative of the European Region in the competition of 72 candidates. He is the first representative of our country elected for the management structures of the organizations managing Internet. After the election Marković has said, “I consider the election to the management structure of the ICANN a great success and international recognition for my past work in the Center for Internet Development. But, much more essential than the mere function I was appointed to is the fact that for the representative of the European Region was elected someone who lives and works in Serbia and Montenegro. In the next three years I will try, with the help of the ICANN and other organizations dealing with the development of global Internet, to give my contribution to the acceleration of integration of our country into the world communication developments. As the first step on that road I can announce the work on the completion of the process of reform of our national register of Internet domain, which will result in the possibility for all our citizens, companies and other organizations to register quickly and inexpensively unlimited numbers of Internet domains with the national suffix.”

Center for Internet Development has joined the Memorandum of Collaboration in the process of European integrations with the
Office of the Government of Serbia for accession to the European Union. The Memorandum represents an act of negotiation of the regular exchange of information concerning the activities that refer to the preparation, adoption and implementation of the laws and policies in the field of European integrations, as well as participation of the CID representative in public debates on the drafts of laws and other regulations in connection with the process of accession of Serbia and Montenegro to the European Union. With this convenience on hand the Center for Internet Development is continuing the good collaboration with the Office of the Government of Serbia for Accession to the EU, which resulted this year in the inclusion of the
proposal about a center of short-term priorities in the development of information society into the text of the Strategy of Serbia for Accession to the EU.

Center for Internet Development and Center for Study of Information Technologies of the Belgrade Open School have initiated participation of the representatives of civil society in the consultation process of the work on the formulation of the Strategy of Information Society in Serbia. Apart from the public debate, organized in the form of round table held in the Media Center of Belgrade on 9 September, the discussion about the Draft Strategy was also conducted via the electronic forum.

On 12 August 2005 the Ars et Norma association held a seminar with the topic “Intellectual Property in the Information and Communication Technologies”. Mr. Slobodan Marković from the Center for Internet Development spoke at the seminar about copyright in the era of digital technologies and global communication webs, and about the need for a new copyright policy in this environment.

Center for Internet Development has written a proposal chapter on the information society for the National Strategy of Serbia for Accession of S&M to the European Union. The Office of Government of Serbia for Accession to the EU has included our proposal in the Strategy text. The Strategy was adopted at the Government session of 17 June 2005.

After the Ministry of Capital Investments had opened the Draft Law of Amendments and Supplements to the Law of Telecommunications for public debate, the Center for Internet Development conducted a detailed analysis of this document and delivered its comments and objections to the Ministry.

On Friday, 27 May 2005 the Center for Internet Development delivered to the Ministry of Finances its Proposal for Decrease of the VAT Rate for Sale of Computers, Computer Gear and Software from 18% to 8% and thereby joined the initiative already supported by the Ministry of Science and Environmental Protection, Serbian Bureau for Informatics and Internet, Society for Computer Science of Serbia, Economic Chambers of Belgrade and Serbia and numerous enterprises doing business in the field of information technologies.

Telecommunications in Serbia: What after the monopoly of Telekom?
Center for Internet Development, in collaboration with the Society for Computer Science of Serbia and the Association of Information Activity of the Economic Chamber of Belgrade, organized on 2 June the round table “Telecommunications in Serbia: What after the Monopoly of Telekom?” The moderator of the round table was Mr. Nikola Marković (SCSS), and the speeches were given by Mr. Dragan Đ. Kovačević (Telekom Srbija), Mr. Dragan Vasiljević (Assistant Minister for Capital Investments), Mr. Vojislav Rodić (Association of Internet Providers), Mr. Milomir Jevtić (Verat.net), Mr. Slobodan Marković (Center for Internet Development), and Ms. Vesna Pajković-Pudar (Economic Chamber of Belgrade). The Fair of Novi Sad and the Konekta Agency organized on 4 March 2005 the round table “How We Use the IT and Internet”. This traditional event was held within the 4th Media Fair dedicated to the topic “Transmission of Voice via Internet Protocols”. Apart from the keynote speakers from the Croatian telecommunications operator VoxMundi, German Grey Star and Serbian Internet provider YUBC.net, the Konekta Agency had also invited as keynote speakers, at a proposal by Center for Internet Development, representatives of the Ministry of Capital Investments and Serbian Telekom. The first portion of the round table heard the presentations of the keynote speakers, whereas Mr. Slobodan Marković from the Center for Internet Development dedicated his presentation to the user aspect of the VoIP.
